[ARM only] Fix incorrect parameters passed to the CreateDrawingSurface method (#9342)

* Use CreateDrawingSurface2 method with a correct SIZE struct

* Fix old method definition just for case

* Fix ICompositionDrawingSurface.GetSize method too
