Expose activation state via a method.
Previously, the `IsActive` property caused the activator state to be re-evaluated, which meant that when the _debugger_ read it, it was re-evaluated, making debugging difficult. |

Refactored style activators.
- Always evaluate the active state from current information, don't rely on subscriptions to fire as the current state may not be up-to-date - Don't notify the `IStyleActivatorSink` of a change immediately on subscription |

Now that more unit tests are present in Avalonia.Base.UnitTests, general `AvaloniaObject` properties are getting registered. Ignore those. Refactored styling.
- Don't use Rx in the styling system. Instead introduces `IStyleActivator` which is like an `IObservable<bool>`-lite in order to cut down on allocations. - #nullable enable on touched files |
