Added GenerateTypeSafeMetadata to property metadata
This method is used to strip coercion methods out of StyledPropertyMetadata when applying it to a new owner. Also fixed AvaloniaProperty.(IPropertyInfo.CanSet) returning true for read-only properties |

Originally `StyledPropertyBase` was the base class for `StyledProperty` and `AttachedProperty` however #1499 made `AttachedProperty` derive directly from `StyledProperty` meaning that there is no longer any need for a separate `StyledPropertyBase` class. |
