Integration tests for #10420:
- Adds an `--overlayPopups` command-line argument to IntegrationTestApp
- Renames `TestAppFixture` -> `DefaultAppFixture`
- Adds additional `OverlayPopupsAppFixture`
- Runs ComboBox and Menu tests in both default and overlay popups mode
- VS keeps changing the `.sln` file
