Add internal links to CLI command list in docs 

Each CLI command in the list now links to its corresponding section within the documentation for easier navigation. Also, some command anchors were updated, but note that 'upgrade' and 'translate' now point to possibly incorrect anchors ('switch-to-local' and 'help' respectively), which may need review.
