Optimization: Changes to LazyObjectiveFunctionBase

* Previous versions of the class did not allow subclasses to
initialize the value/gradient/hessian fields once and reuse the
memory for subsequent evaluations.
* This commit exposes raw value/gradient/hessian fields to
subclasses
