Test changes to Ubuntu base image (#1207)

* Update ubuntu pool

16.04 pool doesn't exist anymore.

* Try 18.04 instead of 20.04.

* Disable E2E tests on Linux.

* Only disable unit tests.

* Back to Ubuntu 20.04.
