Make IFormattedTextImpl immutable.
Previously `IFormattedTextImpl` had `SetForegroundBrush` which set
mutable state. Make `FormattedText` fully mutable (before it was kinda
mutable, kinda immutable) and create immutable `IFormattedTextImpl`s on
demand.
