When opening a context menu and pressing the "arrow down" key, the first menu item was not selected. This issue was introduced by #11287. The fix is to make the `ContextMenu` focusable.
Added an integration test to try to prevent regressions.

- animation/layout/render cycle is now managed from a central location
- animations are now throttled if animation/layout/render pass takes longer than a frame which previously caused a soft-freeze with input not being processed
- the public API is trimmed to make sure that we can make other planned changes during the 11.x support cycle

Only make the window brush transparent when we requested a transparent window and were given one, otherwise we display a transparent brush for e.g. `None` because `None` is not available when using composition.
